Bush Sidesteps Congressional Action on Abortion Ban
WASHINGTON, DC, Mar. 26, 01 (CWNews.com) - President George
W. Bush will circumvent plans by pro-abortion congressmen to
overturn his freeze on US aid to international population
control groups that advocate abortion, according to aides
on Friday.
White House spokesman Ari Fleischer told Associated Press
that Bush will reinstate the Mexico City policy using a
special memorandum rather than the rule change originally
planned. Democrats in Congress had hoped to use a recent
law to overturn the rule.
"The president has determined the most effective way to
have his Mexico City policy carried out is through the
issuance of a presidential memorandum, as opposed to
rule-making at a government agency," Fleischer said. "It
gets the same thing done. The substance is exactly the
same."
The Clinton administration, in 1992, had reversed what had
originally been a Reagan policy. As one of his first acts
in office, Bush issued new rules to re-establish it. The
planned memorandum will take the place of those rules,
Fleischer said.
